YouTube Is Doubling Its Monetization Requirements in 2027. Here’s What Changes
YouTube’s 2027 Partner Program changes raise the viewing requirement for new creators seeking ads and YouTube Premium revenue sharing. The subscriber target stays at 1,000, but the viewing side becomes much harder.
01 Event
Starting February 1, 2027, YouTube says new applicants will need 1,000 subscribers plus either 8,000 qualified watch hours in the previous 365 days or 20 million qualified Shorts views in the previous 90 days.
02 What Changed?
The previous full-revenue thresholds were 4,000 valid public watch hours or 10 million valid public Shorts views. In other words, the viewing requirement doubles while the subscriber requirement stays the same.
The earlier-access tier remains available at 500 subscribers plus the lower viewing thresholds for eligible fan-funding and selected Shopping features.
03 Why It Matters
The headline “1,000 subscribers” can now be misleading if creators treat it as the main monetization goal. The harder part may be generating enough qualified viewing activity inside YouTube’s measurement windows.
For long-form channels, the new target equals 480,000 qualified minutes watched. For Shorts-first channels, 20 million views in 90 days averages roughly 222,222 views per day.
04 What It Means for You
Long-form creators should track average view duration and qualified watch time, not only subscriber count. Use our YouTube long-form monetization calculator to translate watch hours into approximate views.
Shorts creators should track rolling 90-day performance and publishing frequency. Our YouTube Shorts monetization calculator helps convert the 20-million-view target into a practical pace.
05 Numbers + Context

- Shorts route: 20 million qualified Shorts views in 90 days.
- Watch-time equivalent: 480,000 minutes.
- Shorts daily average: about 222,222 views.
- Earlier-access tier: remains lower for eligible fan-funding and Shopping features.
Existing YPP creators are treated differently from new applicants, which we explain in our guide for already-monetized channels.
06 Earnyx Takeaway
The 1,000-subscriber milestone still matters, but it is no longer enough to describe the real workload required for full YouTube monetization.
Creators should think in three separate metrics: subscribers, qualified watch hours, and qualified Shorts views. The best strategy is the one that matches the format your audience already watches consistently—not the route with the most attractive headline number.
